KOREA: Ministry of Information sets guidelines on UCC
Guidelines for user created-content include a code of conduct and legal parameters

The Ministry of Information and Communication yesterday announced preliminary guidelines on user-created content and released data on the expanding popularity of self-made digital content.
About 51.1 percent of internet users in Korea said they produced, uploaded and shared UCC, according to a recent survey conducted by the ministry and the National Internet Development Agency of Korea.
Over half of the nation's internet users, however, reported uneasiness with the new type of content. They cite UCC's "rampant exposure and distribution of adulterous or incorrect information," as well as "language abuses and defamation," and a "possible leak of personal information and privacy infringement."
The guidelines consist of a code of conduct, a legal guideline and a checklist for a more sound UCC culture, the ministry said.
The code of conduct concerns the responsibility of the UCC creator, respecting UCC copyright and the prevention of defamation. The legal guideline offers detailed information on copyright, protection of user privacy, prevention of defamation and the circulation of adulterous content.
The checklist offers a minimal set of checks for UCC users when producing, posting and sharing digital content.
The guidelines will take into account internet users' opinions (www.epeople.co.go.kr) and will be vetted in public hearings until June 29. They will be formally announced at a later date, the ministry said.
